The said video has ignited widespread condemnation from animal welfare organizations and concerned citizens across social media platforms.

The incident, captured on a barangay CCTV camera, has prompted authorities to launch a search for the perpetrator and the animal.

The viral footage, aired by GMA Regional TV One North Central Luzon, depicts the dog initially attempting to walk alongside the motorcycle while tethered to its rear.

However, as the vehicle continued moving, the dog was visibly dragged along the road, indicating severe distress and potential injury.

The incident was reportedly recorded by a CCTV camera in Barangay Banaoang, though initial investigations suggest the rider is not a resident of the area.

Animal welfare advocates have voiced strong criticism against the rider’s actions. Greg Quimpo, Regional Manager of the Animal Welfare Investigations Project, expressed grave concern for the dog’s well-being.

“‘Yung pagkakita natin doon sa paghila niya ng aso, malamang ‘yung aso na ‘yun, nagkapilay-pilay. I would say na mamamatay talaga ‘yun. Hindi ‘yun magsu-survive sa ganoong ginawa niya kasi hindi naman naipa-vet ‘yun eh,” Quimpo stated, highlighting the likelihood of serious injuries and potential fatality if the dog does not receive immediate veterinary care.

He unequivocally labeled the act as “torture,” emphasizing its clear violation of the Animal Welfare Act.

Barangay Chairman Marieta Velasco confirmed that they received a report about the incident, which prompted them to review their CCTV footage.

Upon confirming the cruel act, Velasco announced their immediate steps to address the situation.

“‘Yung matanda na dumaan kasama ‘yung aso na kinaladkad niya, na-review na namin. Alam na po namin kung nasaan siya at pupuntahan namin,” Velasco affirmed, indicating that the rider’s identity has been established and that law enforcement is actively pursuing him.

Authorities are now actively searching for the unidentified rider and, more critically, the dog to ascertain its condition and ensure it receives necessary care.

The investigation aims to determine the extent of the animal's injuries and hold the individual accountable under existing laws.

Under Republic Act No. 8485, or the Animal Welfare Act of 1998, as amended by Republic Act No. 10631, it is explicitly prohibited to maltreat or subject any animal to cruelty.

The law stipulates severe penalties for offenders. If an animal dies as a result of cruelty, the perpetrator can face a fine of up to P100,000 and imprisonment for up to two years.

Quimpo reiterated this, stating, “That’s torture, klarong-klaro sa batas ‘yung ginawa niya. That’s a violation ng RA 8485, Animal Welfare Act. Kapag namatay ‘yung aso, I think going around 100,000, pagkakulong ng 2 years, kung namatay. Now, we have to recover ‘yung aso, saan napunta ‘yung aso.”

While barangay officials have taken initial steps, the Calasiao Police Station confirmed that as of their last statement, the barangay had not yet formally coordinated with them to commence a police investigation.

This underscores the need for inter-agency cooperation to ensure a comprehensive legal process is initiated against the alleged perpetrator.

The incident has intensified calls from the public for stricter enforcement of animal welfare laws and greater accountability for animal cruelty.
