A 68-year-old senior citizen from Lapu-Lapu City, Cebu has gone viral after receiving ₱20,000 in cash from the local government for voluntarily undergoing circumcision under the city’s “Operation Tuli” program.

The initiative, launched by the Lapu-Lapu City LGU, offers financial incentives ranging from ₱10,000 to ₱20,000 to men aged 20 and above who choose to be circumcised.
The program aims to promote hygiene and health, especially among adult males who have not yet undergone the procedure.
The 68-year-old recipient, did not hesitate to participate despite his age.

According to him, the procedure could help improve his health, and the cash incentive would greatly support his daily needs.
The local government admitted they were surprised by his age, but clarified that there are no age limits for the program as long as the participant is medically fit and consents voluntarily.
“Operation Tuli” continues to be implemented across various barangays in Lapu-Lapu City. The LGU hopes the program will encourage more adult males to participate and benefit from improved hygiene and financial support.
