The directive, issued on Tuesday, May 20, aims to realign government priorities and enhance performance in response to public expectations.
In a statement released by the Presidential News Desk, President Marcos underscored the imperative for change, asserting, “It’s time to realign government with the people’s expectations. This is not business as usual. The people have spoken, and they expect results—not politics, not excuses. We hear them, and we will act.”
This sweeping request for resignations is intended to provide the President with the latitude to thoroughly evaluate the performance of each government department and determine which officials will continue to serve in alignment with his administration's recalibrated agenda.

The President emphasized that the move is not personal but purely performance-driven.
“This is not about personalities—it’s about performance, alignment, and urgency. Those who have delivered and continue to deliver will be recognized. But we cannot afford to be complacent. The time for comfort zones is over,” Marcos stated.
The Presidential Communications Office (PCO) further elaborated that this action marks a “clear transition” from the initial phase of governance towards a more focused, results-oriented approach.
While many cabinet members have served with dedication, the evolving needs of the nation necessitate a fresh alignment, swifter implementation, and a strong results-first mentality.
The President’s order follows his earlier remarks on Monday, May 19, where he acknowledged that the outcomes of the 2025 elections indicated public dissatisfaction.
Marcos expressed that the electorate appeared “tired of politics and disappointed with the government,” citing a perceived slowness in the delivery of services and the implementation of projects.
The midterm polls saw only six of the 12 senatorial candidates endorsed by the President under the “Alyansa para sa Bagong Pilipinas” winning seats: Senators-elect Erwin Tulfo, Panfilo “Ping” Lacson, Vicente “Tito” Sotto III, Pia Cayetano, Camille Villar, and Lito Lapid.
Hours after the President’s directive, several key Cabinet secretaries promptly submitted their courtesy resignations.
Among the first to comply were Executive Secretary Lucas Bersamin, Finance Secretary Ralph Recto, Transportation Secretary Jaime J. Bautista (not Vince Dizon as initially reported), Agriculture Secretary Francisco Tiu Laurel Jr., Education Secretary Sonny Angara, Energy Secretary Raphael Lotilla, and Special Assistant to the President for Investment and Economic Affairs Frederick Go.
Executive Secretary Bersamin’s letter, widely circulated, conveyed his readiness for an orderly turnover, stating, “It has been an honor to be a member of your Cabinet, Mr. President. I will continue to serve the Filipino people alongside you towards a Bagong Pilipinas.”
The President’s decision garnered support from members of the Senate, who lauded it as a “bold move.”
Senate Minority Leader Aquilino “Koko” Pimentel III described it as a “great move,” enabling the President to “regroup his team while sparing those to be affected from intrigues.”
Senate President Pro Tempore Jinggoy Estrada found no fault in the decision, especially if it was “in pursuit of assembling a leadership team that can deliver efficient, accountable, and responsive governance.”
Senator-elect Sotto echoed this sentiment, characterizing the directive as a “venturesomely bold action.”
Senator-elect Lacson added that beyond the Cabinet reshuffle, the President should also leverage his “persuasive” powers within Congress, particularly in the House of Representatives, ahead of the 2026 national budget deliberations.
The PCO assured the public that government services would continue uninterrupted during this transition, guided by principles of stability, continuity, and meritocracy in forming the new leadership team.
