The victims were the motorcycle driver, his wife, and his two minor siblings.
Authorities are now investigating the incident.
In the Philippines, if an overloaded motorcycle crashes and results in the death of all passengers including the driver, the primary legal responsibility generally falls on the driver for violating traffic laws and acting with negligence. Overloading is a clear breach of the Land Transportation and Traffic Code, and such negligence may lead to criminal liability under reckless imprudence resulting in homicid3. If the motorcycle is owned by someone else who knowingly allowed its unsafe use, that owner may also be held civilly liable. While passengers may have assumed some risk by agreeing to ride, the law places greater responsibility on the driver and possibly the owner for ensuring safety.
