The Philippine National Police (PNP) has relieved Police Brigadier General Elmer Ragay from his post as the head of the Anti-Kidnapping Group (AKG).

This decision follows the recent abduction and killing of businessman Anson Que and his driver, a case that has triggered public outcry and prompted a closer scrutiny of the AKG's effectiveness.
PNP spokesperson Police Brigadier General Jean Fajardo confirmed Ragay's removal to the media on Thursday, stating that the PNP Chief, Police General Rommel Marbil, was not satisfied with Ragay's performance as the director of the AKG.
“We would like to confirm na-relieved po as Director AKG si General Elmer Ragay,” Fajardo told reporters.

She further conveyed the Chief's sentiment, saying, “Ito lang po ang pinapasabi ni Chief: He is not satisfied with the performance. That is why he (Ragay) was relieved and replaced.”
Ragay's successor is Police Colonel David Poklay, who previously held the position of deputy director for operations at the Criminal Investigation and Detection Group (CIDG).
Poklay's transfer to the AKG leadership signifies a move by the PNP leadership to inject new direction and potentially more robust strategies into the anti-kidnapping efforts.
The bodies of Anson Que, a businessman, and his driver were discovered just this Wednesday in Rodriguez, Rizal.
The victims were found bloodied and scantily clad, mere days after they were reported missing, having been forcibly taken.
According to the Police Regional Office 4A (PRO 4A), a concerned citizen discovered the remains in Sitio Udiongan, Barangay Macabud, at approximately 6 a.m.
“The two bodies were placed in a nylon bag, tied with nylon rope, and their faces were wrapped with duct tape,” detailed Police Lieutenant Colonel Chitadel Gaoiran, the public information office chief of PRO 4A, highlighting the gruesome nature of the crime.
The discovery of Que and his driver’s bodies has amplified concerns about the prevalence of kidnapping incidents and the capability of law enforcement to effectively counter such criminal activities.
This is not the first time Ragay's leadership has come under scrutiny. Just last February, he was temporarily relieved from his post due to controversy surrounding a “rescue operation” involving a Chinese kidnap victim who happened to be a minor.

However, he was subsequently reinstated, reportedly due to regulations concerning personnel movements during the election campaign period.
