The unfortunate news was confirmed by Comelec Chairman George Garcia, according to a report by GMA News.

According to Inquirer.net, witnesses said the ex-Comelec commissioner was heading to the bathroom around 8 p.m. on Saturday at his farmhouse in Barangay Imbatug (Poblacion) in Baungon town, Bukidnon, when he suddenly lost consciousness.
Garcillano was appointed election commissioner by former President Gloria Macapagal-Arroyo in 2004.
His name was associated with the controversial "Hello Garci" scandal exposed in 2005. The controversy involved purportedly wiretapped conversations discussing electoral fraud in the 2004 elections between a woman and a man believed to be then-President Arroyo and Garcillano.
As per PhilStar's article, Arroyo later admitted to speaking with a Comelec official while the votes were being counted and apologized for her poor judgment in making the call. However, the two both denied any wrongdoing or election rigging. Furthermore, Garcillano said their conversation took place after votes had been counted, insisting that no instructions to cheat were given.
