He addressed the possibility of an arrest warrant being issued by the International Criminal Court (ICC) and firmly rejected its legitimacy.
Dela Rosa emphasized that any legal action taken against Duterte by the ICC would be invalid, as the Philippines no longer recognizes its jurisdiction.

He reiterated that the Philippines withdrew from the Rome Statute, the treaty that established the ICC, meaning the country does not acknowledge any warrants issued by the court.
He further argued that any attempts to enforce an ICC arrest warrant within the country would be unlawful.
Dela Rosa also warned that surrendering Duterte to the ICC would only cause further division among Filipinos.
He stressed that such an action would not be in the best interest of national unity and called for continued support for the former president.
The rally was attended by Duterte’s supporters, who echoed Dela Rosa’s sentiments, reaffirming their stance that the former leader should not be subjected to ICC proceedings.
