According to a report on GMA 7's 'Balitanghali,' a female vendor witnessed two men dumping the sack on a pile of garbage by the roadside

They were also trying to review CCTV footages that could lead them to identifying the suspects behind the heinous crime.
In the Philippines, disposing of a lifeless newborn baby in a dumpster can lead to various criminal charges depending on the circumstances.
If the act was intended to hide the birth, the person responsible may be charged with concealment of dishonor under Article 347 of the Revised Penal Code, which carries a light penalty.
However, if the baby was abandoned and later died, the charge could be abandonment resulting in death, which carries a heavier penalty under Articles 276-278.
If the disposal was done to hide evidence of a crime such as infanticide or illegal abortion, the person may face obstruction of justice under Presidential Decree No. 1829.
Additionally, improper disposal of human remains could violate environmental laws under RA 9003, and if there is evidence that the baby was intentionally killed before disposal, charges of infanticide or murder may apply.
