CARA Welfare Philippines, a local animal rights group, condemned the act, emphasizing that it was a clear violation of animal protection laws.

According to a report by GMA News, CCTV footage from the area captured the incident, showing a runner intentionally kicking a cat that was not exhibiting any signs of aggression.

The footage sparked outrage among netizens and animal welfare advocates, who called for accountability.

Authorities later brought the foreigner, identified as a Chinese national, to the barangay for questioning.

However, CARA Welfare Philippines stated that the individual was uncooperative and displayed arrogance, allegedly telling the group to take their complaint to the Chinese embassy.

“When confronted and brought to the barangay, the man was arrogant and refused to provide his address. He told us to write to the Chinese Embassy. Because of this, he remains free to roam the streets, to roam the gardens,” the post stated as per GMA News.
“This was not just an attack on one cat. It was a blatant violation of our law – RA 8485,” CARA stated, referring to the Animal Welfare Act of the Philippines.

Republic Act 8485 prohibits cruelty against animals, with penalties for those found guilty of such offenses.

The incident has reignited discussions about animal rights enforcement in the country.

Advocates continue to push for stricter implementation of existing laws to prevent similar acts of cruelty.

Meanwhile, the animal welfare group urges authorities to take legal action against the offender to ensure justice for the harmed animal.

As the issue gains attention, many are calling for increased public awareness and stronger measures to protect animals from abuse.

As reported in TV 5's 'Frontline Pilipinas,' the suspect, Jason Dalayon, was resting on a hammock when he saw the victim and called him. That's when the suspect stabbed the victim, multiple times; as reported, the victim sustained a total of 13 stab wounds.
