- According to Garma, FPRRD allegedly ordered her to look for a police officer who is a member of the Iglesia ni Cristo to implement the Davao model of war on drugs, but on a national scale

- She also explained that the Davao model referred to allegedly has a payment or rewards system

The former PCSO general manager narrated an alleged meeting between her and former President Rodrigo Duterte, at the time that she was still a police official, where the former president asked her to look for a PNP officer or operative, who is a member of the Iglesia ni Cristo, to implement the war on drugs on a national scale, following the Davao model.

"During our meeting, he requested that I locate a Philippine National Police (PNP) officer or operative who is a member of the Iglesia Ni Cristo, indicating that he needed someone capable of implementing the War on Drugs on a national scale, replicating the Davao model," Garma narrated.

She then narrated that the Davao model that she was referring to was the rewards system, then proceeded to mention each of the rewards that included in the system.

"This Davao Model referred to the system involving payments and rewards. The Davao Model involves three levels of payments or rewards. First is the reward if the suspect is killed. Second is the funding of planned operations (or COPLANS). Third is the refund of operational expenses,” she added amid tears.

According to Garma, the alleged meeting between her and the former president happened in May 2016, weeks before the former president took his oath.

Almots a month ago, the former president filed a case against DILG Secretary Benhur Abalos Jr and other government officials. This was in connection with the storming of the Kingdom of Jesus Christ compound in Davao City in the then-search of KOJC founder, Pastor Apollo C. Quiboloy. The preacher has since then surrendered to authorities. Former President Duterte filed a case of malicious mischief against Abalos and several police officials.

Meanwhile, PNP Chief Gen. Rommel Francisco Marbil also announced previously that the former president may face an "Obstruction of Justice" case because of his pronouncements then about Pastor Quiboloy. At the time, the PNP Chief revealed they were studying the statements of former President Duterte and were waiting for witnesses if there is a basis for the filing of a case under PD 1829.
