He appeared as one of the resource persons at the Congressional Quad Committee, which investigates the proliferation of POGO, illegal drug trade, and extra-judicial killings.
Earlier during his testimony, he made some explosive revelations that implicated several known political personalities.
He was then asked if he had any message for former Senator Leila De Lima, upon which he apologized for lying about her.

At one point during the hearing, Kerwin was asked by Congresswoman Gerville “Jinky Bitrics” Luistro as to what would he tell his father if the late Mayor Rolando Espinosa were around.
“If your father is watching right now, ano'ng mensahe mo kay Mayor Espinosa?” Congresswoman Luistro asked.
As he was about to say his message, Kerwin broke down and sobbed profusely, but then continued on speaking amid sobs.
“Ang mensahe ko kay Daddy. Ang mensahe ko sa Daddy ko. Dy, kung saan ka man naroroon, wag mo kaming pabayaan, i-guide mo kami hanggang makuha ang hustisya ng iyong pagkamatay. Salamat sa lahat na pinadama mo sa amin nung ikaw ay nasa kapiling ka pa namin na bilang ama basta Dy gagawin naming lahat ng mga anak mo na makamit ang hustisya ng iyong pagkamatay,” Kerwin said.
Kerwin, at the height of the bloody war on drugs by the previous administration, was arrested for his alleged connection to the illegal drug trade and gave testimony about the supposed link between him and Senator Leila De Lima.

He also offered information about another politician who was detained but later freed after charges were dropped by the court. The Congressoinal Quad Committee is comprised of four separate committees and is investigating various issues like POGO, drugs, and extra judicial killings.
In a related hearing, this time at the Senate, dismissed Bamban mayor Alice Leal Guo said that she's not running for mayor this coming 2025 elections. She said this during the Senate hearing about her involvement in illegal POGOs. It can be recalled that just a few days ago, her lawyer said that she would be running for mayor again in Bamban, Tarlac. Today, when asked by Senator Jinggoy Estrada, Guo said that she will not run but clean her name first on the allegations against her.
