On the report of Saksi of GMA News, the enforcer was signaling for the car to change direction, but it drove forward and hit the enforcer although the latter was already standing in its path.

Although the enforcer was able to stand and teh report stated that he and the driver have already reached a settlement of the incident, the local government of Cebu City still plans to file charges against the driver.
