NAPOLCOM Vice Chairperson and Executive Officer Rafael Vicente Calinisan confirmed the development, noting that the Pasay City Police and the NAPOLCOM Inspection, Monitoring, and Investigation Service were also present to ensure the smooth execution of the legal process.
While officials hailed the operation as a win for the rule of law, Francis Leo has maintained his innocence regarding the various accusations hurled against him.
Following his arrest, he was transported to the CIDG headquarters for processing and further inquiry.
The legal trouble for Francis Leo reportedly intensified after the PNP-CIDG began looking into an alleged viral image circulating on social media.
The photo allegedly depicted the vlogger donning a "ceremonial blue" police uniform, complete with insignia.
Under Philippine law, the unauthorized use of uniforms and the usurpation of authority are serious offenses, leading the PNP to issue a public warning earlier this month.
In his defense, Francis Leo has previously issued statements claiming that the controversial imagery was the work of "detractors."
He alleged that the alleged photo had been digitally manipulated or "Photoshopped" to tarnish his reputation and was leaked by individuals seeking to orchestrate his downfall.
This is not the first time the internet figure has faced the scrutiny of the law. Francis Leo rose to fame through his "Mayaman Challenge" videos, where he often showcased a lavish lifestyle and engaged in high-profile charitable acts.
However, his rise to digital stardom has been shadowed by multiple legal challenges concerning his identity and public claims.
As of press time, legal counsel for Francis Leo has yet to release a new statement regarding the specific warrant served on Tuesday.
Authorities emphasize that the vlogger remains innocent until proven guilty in a court of law, though they remain firm in their investigation of his alleged unauthorized activities.
Francis Leo Marcos, whose real name is Norman Mangusin, gained viral fame for his "Mayaman Challenge," which urged the elite to support pandemic relief. However, his digital career has been marked by persistent legal scrutiny regarding his identity and public claims. In early 2026, he faced significant setbacks, including a Supreme Court contempt ruling and a recent arrest in Pasay City linked to a Parañaque court warrant. Despite these controversies, Norman remains a highly polarizing figure, maintaining a substantial online following while navigating complex legal challenges involving his persona and public conduct.
Recently, the Internet personality spoke out regarding a 2019 clip that has gained fresh traction, claiming his previous remarks were taken out of context. Norman admitted to using aggressive language in the past, citing his immense stress over a significant debt that had remained unpaid for an entire year. He explicitly stated that the hostility in the video was aimed at a personal associate involved in a private dispute, rather than boxing icon Manny Pacquiao. Emphasizing his emotional state at the time, Norman urged his audience to view the old footage as a momentary lapse triggered by personal financial betrayal.
It can be recalled that former Senator Manny Pacquiao has expressed deep outrage toward Norman Mangusin after a recent livestream featured derogatory comments about his mother, Dionisia. In a public statement on February 2, 2026, Pacquiao warned that while he values his Christian faith and restraint, he has already instructed his legal team to prepare a formal complaint. The boxing legend emphasized that while he can tolerate personal criticism, any attacks directed at his parents represent a "red line" that will result in immediate consequences. Netizens have overwhelmingly rallied behind Pacquiao, agreeing that dragging family members into online disputes crosses an ethical boundary that necessitates legal action.
