In a direct challenge to the credibility of his accusers, former Senator Ramon "Bong" Revilla Jr. expressed his disbelief on Thursday, February 12, 2026, over the plunder allegations filed against him regarding the national flood control scandal.

While attending a preliminary investigation at the Department of Justice (DOJ), the currently detained former lawmaker questioned the conscience of those who implicated him, stating he was baffled by how they could "sleep at night" given the gravity of their claims.

Revilla’s legal team, led by spokesperson Atty. Francesca Señga, officially submitted a counter-affidavit to refute the charges of plunder, direct bribery, and violations of the Anti-Graft and Corrupt Practices Act.

The defense highlighted significant inconsistencies in the testimonies of the primary witness, former DPWH Undersecretary Roberto Bernardo.

According to Señga, Bernardo’s multiple sworn statements contain "conflicting narratives" regarding the dates, delivery locations, and the specific amounts of money allegedly handed over.

"Nag iiba-iba ‘yung number ng deliveries. ‘Yung una isang beses, nung sumunod dalawang beses, sumunod tatlo. Ano ba talaga?" Señga asked, noting that Revilla’s whereabouts on the alleged meeting dates are well-documented and involve public events attended by many witnesses.

The hearing took an unexpected turn when it was revealed that Revilla’s three co-respondents—Roberto Bernardo, Henry Alcantara, and Gerard Opulencia—would no longer be filing counter-affidavits.

The three former DPWH officials have been discharged from the complaint to serve as state witnesses under the Witness Protection Program (WPP).

This development leaves Revilla as the sole high-profile respondent in this specific plunder case. "Nakakapagtaka," Señga remarked.

"Apat na respondents, tatlo nasa WPP. Isa lang matitira." The legal team is currently reviewing the impact of this shift and the additional evidence recently submitted by the National Bureau of Investigation (NBI), which includes contracts for the disputed flood control projects.

Following the proceedings, Revilla was escorted back to the New Quezon City Jail in Payatas, where he is currently being held.

Outside the DOJ, a crowd of supporters from Cavite held a peaceful protest, demanding the removal of Bernardo and Alcantara from the WPP, arguing that the former officials should be held primarily responsible for the infrastructure mess.

The DOJ has given Revilla's camp until February 20, 2026, to review the new evidence and submit further pleadings before the case is submitted for resolution.

While the primary defendant's schedule was reset, five other co-accused officials from the DPWH entered "not guilty" pleas concerning the ₱92.8-million infrastructure controversy in Bulacan. State investigators have presented evidence claiming that nearly ₱76 million was disbursed for a flood mitigation facility in Pandi that was found to be entirely non-existent. The anti-graft court has reaffirmed its decision to keep Revilla at the Payatas detention center, dismissing safety concerns and confirming the facility's high security standards.

Previously, the Sandiganbayan has commenced the arraignment process for a non-bailable malversation case involving a massive public funds anomaly attributed to a "paper-only" project. The heart of the legal battle involves a ₱92.8-million allocation for flood control in Pandi, Bulacan, which prosecutors claim was fully funded but never physically built. Revilla is currently housed at the New Quezon City Jail in Payatas, a facility he now shares with four former technical personnel from the DPWH Bulacan office. Despite a formal request from the defense to transfer the former lawmaker to the PNP Custodial Center for protective reasons, the court ruled that the current BJMP facility remains the most appropriate venue.
