Actress Bela Padilla publicly rebuked Pangasinan 2nd District Representative Mark Cojuangco over his comment implying that residents affected by Typhoon Tino were to blame for their situation.

Cojuangco reacted to a viral compilation video on X that showed people, homes, and animals submerged in floodwaters, saying, “Bakit kasi sa flood plain gumawa ng tirahan? Takaw sakuna,” with a facepalming emoji. (Why did they even build houses on the flood plain? It’s attracting tragedy.)
His statement drew heavy criticism from netizens, including Padilla, who reminded the lawmaker that empathy should come before judgment.
“Respectfully, you don’t start giving swimming lessons to a drowning man, sir. You save him first,” she wrote.

The actress also questioned why local authorities allowed residents to settle in such areas in the first place.
“Why didn’t the [local government units] stop them from building there in the first place? Common folk don’t know where they can or can’t build,” she added.
Padilla ended her post by saying, “I mean—look at Slater Young,” a pointed reference to the former "Pinoy Big Brother" winner.
Young’s hillside development project in Cebu has faced backlash amid allegations that it contributed to severe flooding in the province.
As of this writing, Cojuangco has not issued any response to Padilla’s remarks, but his statement continues to spark debate online about accountability and compassion during disasters.
