Many netizens criticized the move, assuming the penalty was tied to the act of helping a person with disability (PWD).

However, Cebu City Transportation Office quickly clarified the issue through a statement reported by Brigada News Philippines.

According to the agency, the ticket was not issued because the driver allowed a blind man to board, but rather because the vehicle remained stationary on the pedestrian lane for an extended period.

Officials added that the traffic light had allegedly turned green four times, yet the jeepney did not move.

The delay, they said, caused traffic obstruction.

Transportation Officer Chief Raquel Arce noted, “It’s possible that the blind man was the last to board, and that the driver was merely using that as an excuse for staying too long on the pedestrian lane.”

Further investigation revealed that the jeepney driver has a history of traffic violations amounting to around P6,000.
