Davila questioned how such devastation could occur despite billions of pesos supposedly allocated for the flood control systems in recent years. She emphasized that the tragedy reflects a nationwide pattern, pointing out that many areas across the Philippines continue to face severe flooding despite government projects supposedly designed to prevent it.
