Senator Panfilo “Ping” Lacson has filed a bill seeking to ensure that the Office of the President will not be vacated under any circumstances.
KAMI learned that the Senate Bill No. 928 aims to guarantee the stability and continuity of the government should there be any “exceptional circumstances.”
In a report by ABS-CBN News, Quezon City Rep. Precious Castelo has filed the same bill in the House of Representatives.

Under House Bill No. 4061, the President is given the power to delegate a successor from his Cabinet members. The "designated survivor" will take over the presidency should the Constitutional successors die or become incapacitated.
"This bill ... seeks to provide an exhaustive line/order of presidential succession in the event of death, permanent disability, removal from office or resignation of the Acting President to ensure that the office of the President is never vacated even in exceptional circumstances," Lacson said.
As reported by GMA News Online (author Amita Legaspi), here is the list of officials who can be an Acting President:
- the most senior Senator, based on the length of service in the Senate
- the most senior Representative based on the length of service in the House of Representatives
- the member of the Cabinet designated by the President

Born on June 1, 1948, Panfilo “Ping” Morena Lacson Sr. was a retired police officer. He served as the head of the Philippine National Police from 1999 to 2001.
