As reported by the Philippine News Agency (author Ma. Teresa Montemayor), the ordinance aims to help the students to continue their education despite financial struggles.

"There is a need to support the youth of Manila intellectually and it can be done by providing public school students of the Pamantasan ng Lungsod ng Maynila (PLM) and the Universidad de Manila (UDM),” Moreno said in a statement.

However, there are qualifications to enjoy the benefit such as:

  • Must have good standing
  • Must not have any disciplinary record
  • Resident of Manila
  • Must be a registered voter (if not yet of legal age, the parent or legal guardian must be the registered voter of Manila)
