Department of Foreign Affairs Secretary Teodoro “Teddy” Locsin Jr. revealed some details about the findings of the Philippine government upon investigating the “allision” between a Filipino and Chinese vessel in the Recto Bank.
KAMI learned that according to Locsin, there was no lookout and every Filipino fisherman was asleep when the incident happened.
In an interview of Locsin on ANC’s Headstart, he explained that the Chinese vessel really abandoned the Filipinos right after the allision occurred.
“I don’t want to say it because I’m not authorized by the ones who made it, the Coast Guard, to reveal it. But I can tell you this much. There was no lookout that the cook was out there on deck. Everybody was asleep,” he said.
“No question they backed up and they left. But I didn’t want to say more than that,” he added.
Locsin emphasized that his claims were based on the interviews conducted by the Philippine Coast Guard.
The diplomat also explained that only Filipinos can fish in the Philippine exclusive economic zone, which is the opposite of what President Rodrigo Duterte and the Palace said.
“The Philippines. Just us. That’s the law. That’s what’s in our Constitution. That’s what’s in UNCLOS to which we subscribe,” Locsin said.
In a previous report by KAMI, President Duterte said that China will not stop fishing in the country’s exclusive economic zone because they are “friends” with the Philippines.
