Senate President Vicente “Tito” Sotto III has commented on the possible filling of an impeachment case against President Rodrigo Duterte for allegedly violating the Constitution.

KAMI learned that for Sotto, filling a case against the President would be a “very good test case.”

“It would be a very good test case. I suggest that they file an impeachment and let’s see if they are right,” Sotto said.

“It’s very difficult to say that there’s exclusivity when it’s underwater,” he added.

The Senate President also explained that there are fishes that can only be found in China but could also be seen in Philippine waters due to “migration.”

“The fish could be coming from China, and the fish from the Philippines could be going to China if we want to be technical about it and relate it to the constitutionality of what should be owned by us,” Sotto said.

Asked whether Sotto thinks that the President should be impeached for allegedly violating the Constitution by allowing Chinese fishermen in the Philippine exclusive economic zone or not, he just said, “I cannot answer that question because if indeed, an impeachment case is filed against the President, we will be the impeachment court.”

“So I’d rather not give my perspective at the matter,” he added.

In a previous report by KAMI, President Duterte claimed that the Philippines has no sovereignty over its own exclusive economic zone. However, former Solicitor General Florin Hilbay and former Ombudsman Conchita Carpio-Morales opposed the argument of the President.
