Pres. Duterte signs law that requires car seats for children

President Rodrigo Duterte has recently signed into law a bill seeking to provide special protection for children when riding vehicles.

KAMI learned that under the Republic Act 11229 or the Child Safety in Motor Vehicles Act, a car seat for children is required. All the drivers must secure a child restraint system for children.

In a report by the GMA News, the child restraint system refers to a device that can accommodate a child passenger in a sitting position and lower the risk of injury when a road mishap or an accident occurs.

In addition, the car seat must be proportioned to the age, height, and weight of the child for it to be approved. Under the new measure, no child 12 years and below shall be allowed to sit in a front seat of a motor vehicle with running engine unless the child meets the height requirement of at least 4'11 and is properly secured using the regular seat belt.

According to a report by the ABS-CBN News, the car seat is not required when it would put a child in more danger like during medical emergencies. The law also stated that a child must be accompanied by an adult inside the vehicle at all times.

Any violator will face a P1,000 fine for first offense, P2,000 for second offense, and P5,000 with driver’s license suspension over a year for third and succeeding offenses.

The law will be enforced a year after the implementation of its rules and regulations. The Department of Transportation is tasked to study the possibility of requiring car seats in public utility vehicles as well.
