- President Rodrigo Duterte has signed the Universal Health Care Act into law

President Rodrigo Duterte has recently signed the Universal Health Care Act into law. KAMI learned that this measure automatically enrolls all the Filipinos to the National Health Insurance Program (NHIP).
In a report by GMA News, the healthcare program has a funding requirement budget of P257 billion. However, only P217 billion was allotted to it in the proposed 2019 national budget.
Under the Universal Health Care Act, there will be a construction of barangay health units in fourth to sixth class municipalities. The measure also entails the expansion of Philippine Health Insurance Corporation (PhilHealth) to provide free consultation fees, laboratory tests, and other diagnostic services.
Those who are not members of PhilHealth could still get the benefit of the health care services since it is included in the General Appropriations Act.
According to a report by ABS-CBN News, there will be two memberships in the NHIP. There will be “direct contributors,” those who are capable of paying the premiums. There will also be “indirect contributors,” who will be sponsored by the government such as senior citizens, persons with disabilities, and indigents.
The law also mandates that all health-related graduates who received government scholarship programs are required to render their service to the public sectors for at least 3 years, as stated by Senator JV Ejercito, the principal author of the act.
As previously reported by KAMI, President Duterte has recently signed into law a measure which seeks to amend the charter of Social Security System. With the new law, there will be mandatory coverage for overseas Filipino workers (OFWs) and unemployment insurance will be provided as well.
