The House of Representatives has recently approved the legalization of Angkas, a motorcycle ride-hailing service in the Philippines. KAMI learned that the House has passed the “Motorcycles-for-Hire Act” on Wednesday.
In House Bill 8959 or “Motorcycles-for-Hire Act”, it aims to authorize Land Transportation and Franchising Regulatory Board (LTFRB) to allow motorcycles and even habal-habal to serve as public utility vehicles (PUVs) as reported by Inquirer. The bill also requires the operators to provide insurance for the driver, rider, and third party.
The authors of the bill were Representatives Raul del Mar of LP, Cebu; Rozzano Rufino Biazon of PDP-Laban, Muntinlupa City; and Pedro Acharon of NUP, General Santos City.
This measure has been passed by the Congress after the LTFRB decided to cease the operation of Angkas.
The House’s approval of legalizing motorcycles as PUVs drew mixed reactions to the netizens. Here are some of their comments based on the Facebook page of Manila Bulletin:

Aside from the “Motorcycles-for-Hire Act”, the House also approved the House Bill 8885 which aims to provide 20 percent discount to students on regular domestic fares on all modes of public transportation may it be in land, sea, air, or rail.
Actor turned politician Alfred Vargas is one of the legislators who filed the bill. According to him, the student discount can be availed upon showing of valid school identification card or current enrolment form.
Vargas said that the discount includes weekends and holidays. He said that it is valid for the entire period of the student’s enrolment.
He added that the students will be given the right to choose between the promotional fare or the student discount for it is not allowed to avail both at the same time.
