Former Ilocos Sur Governor and incumbent Councilor Luis “Chavit” Singson was caught on video giving away money to the local residents of Ilocos Sur. KAMI learned that many residents flocked to the market where Singson was happily handing money to the people.

Singson said that the money was from his win after betting on Manny Pacquiao’s recent fight against Adrien Broner. According to the report of ABS-CBN News, Singson even went around the market.

Singson shared that it was not the first time that it happened and that was why he wondered why it is only now that this gained public attention. The councilor also said that what he did was approved by the Commission on Elections (Comelec).

"Namumudmod talaga ako, hindi pa naman bawal. Tinanong ko sa Comelec (Commission on Elections), tumawag ako. 'Puwede pa bang mamigay?' Ang dami kong balato. Puwede, hindi pa naman nag-umpisa," Singson said.

According to the Comelec, what Singson did was no longer part of their office’s concern since there is no more “premature campaigning.”

"Meron na kasing decision 'yan sa Penera versus Comelec na practically wala nang premature campaigning. Based sa decisiong 'yan, considered lang na kandidato for purposes of campaigning kapag nagsimula na ang campaign period," Atty. Marino Salas of Comelec-Ilocos Sur said.

However, Singson’s political rival, Edgardo Zaragoza, said that the former Ilocos Sur governor should not have done it as it somehow showed the act of “vote buying.”

"Siguro 'yun ang alam niyang pinakamabisang pamamaraan para makuha ang boto ng mga tao," Zaragoza said.

In a previous report by KAMI, the campaign period will be starting on February 12 for the national level. For the local level, it will start on March 29.
