Former President and incumbent House Speaker Gloria Macapagal-Arroyo shared the reason why she supported the approval of the bill seeking to lower the age of criminal responsibility to 9 years old.
KAMI learned that it was because of President Rodrigo Duterte.
“Because the President wants it. From the beginning, I said that my agenda is the President’s agenda,” Arroyo told the reporters. However, she did not give any more reasons for it.
The House Speaker also shared that the she only “dictates” on deadlines and not the content of it.
“To me whatever the Congress will eventually come up with. I dictate on the deadlines but I don’t dictate on substance. Let the legislative process determine that,” said the House Speaker.
In a previous report by KAMI, the Senators aired their side regarding the proposed law. Senators such as Nancy Binay, Risa Hontiveros, and Tito Sotto did not totally agree with it. However, Senators Richard Gordon and Franklin Drilon are keeping their minds open about it.
