It has been reported that people with poor eyesight can apply for persons-with-disability (PWD) ID. KAMI learned that a student with 700 eye grade was qualified for a PWD ID.

According to the report of ABS-CBN News, those with poor eyesight are qualified to apply for PWD ID as stated in Magna Carta for Disabled Persons, and For Other Purposes (RA 9442) and in RA 10754, an act expanding the benefits and privileges of persons with disability (PWD).

The City Hall will be giving PWD ID to those with medical certificate from their ophthalmologist with a clearance of functional limitation due to poor eyesight. Even those who have impaired eyesight that can still be remedied with eyeglasses can qualify for PWD ID in Manila as reported by ABS-CBN News.

“May mga 800 and above na kailangan ng eyeglasses, but then, napaka-hirap na, masyado na makapal and also, kapag tinanggal ‘yon, mahirapan na sila maging functional,” Nanet Tanyag of Manila Social Welfare Office said.

However, the National Council on Disability Affairs (NCDA) warned those who will abuse the PWD ID.

“Sa mga gustong mag-apply ng PWD ID, siguraduhin niyo lang na kayo ay may disability at hindi ‘yung basta sakit lang. Para ma-determine ninyo, tignan niyo kung ano ‘yung functional limitation na naging resulta ng inyong sakit,” Carmen Zubiaga of NCDA said.

KAMI reported before the steps to apply and get a PWD ID as well the benefits and privileges that come along with it. It was said in the report that those who experience or have impairment in terms of psycho-social, visual, hearing, speech, intellectual, and physical are qualified to apply for a PWD ID.
