In a press briefing, Presidential Spokesperson Salvador Panelo explained the remark of President Duterte.
“Like yung marijuana, alam naman natin na hindi stimulant 'yun sa paggising. The fact na hindi stimulant, eh di walang logic 'yung sinasabi na ginagamit niya 'yun para magising,” Panelo stated.

Marijuana is taken from Cannabis sativa plant. Some states have legalized the use of marijuana for medical purposes. Other studies claimed that marijuana can really help in treating epilepsy.

The effects of marijuana may vary to different people. In a different study conducted in US National Library of Medicine National Institutes of Health, researcher JB Murray claimed that marijuana can act as both stimulant and depressant.
Marijuana as stimulant
As reported by Health Line, stimulants are used to enhance the mood and increase the energy of a person. It can also increase the alertness of someone and could be addictive and cause paranoia.
Marijuana can be as stimulant because it can elevate one’s mood that can leadto a racing heartbeat, anxiety, and paranoia.
Marijuana as depressant
Depressants can affect the nervous system and make the brain function slower. This way, nerves and tense muscles can be calm. It can also treat insomnia, anxiety or spasms.
Marijuana can also result to relaxation, sleepiness, dizziness or short-term memory loss just line any depressant. However, one can be dependent to the use of marijuana for some cases.
Marijuana as hallucinogen
Hallucinogens can lead to altercation of one’s perception of reality. This kind of drug has the capability of changing the communication between the nerve cells and the brain.
Marijuana has become popular due to its hallucinogenic effects. It can alter sense of time or space, lose control over motor skills and a feeling of detachment from one’s self.
As previously reported by KAMI, some senators are open to the possibility of legalizing the use of medical marijuana in the Philippines. However, this case is still up for debate.
