Suportado ng Senado ang nais ng gobyernong pag-shut down ng social media accounts

- Dapat daw ay mabigyan ng kapangyarihan ang DICT na magshut down ng social media accounts na may kinalaman sa terorismo

Para sa National Intelligence Coordinating Agency (NICA), dapat lamang daw na bigyan ng kapangyarihan ang Department of Information and Communications Technology (DICT) na mag-shut down ng mga social media accounts na may kaugnayan sa terorismo.

Nalaman ng KAMI na ayon kay Roberton Lapuz ng NICA, nais daw nila isulong sa ilalim ng Human Security Act ang pagpapasara nga ng social media accounts sa Facebook o Twitter na “inimical to national interest”.

“We want the DICT to be empowered, to have the authority to be able to shut down social media accounts through Facebook, Twitter, and similar mechanisms,” sabi ni Lapuz ayon sa report ng GMA News.

Dagdag niya pa na katulad lang din daw ito sa bansa ng India kung saan marami rin ang mga gumagamit ng social media o Internet.

“We are getting our inspiration from other jurisdiction like in India, they have authority to really shutdown Facebook or to ban any social media application that it deems to be inimical to the national interest,” ani Lapuz.

Ayon sa report ng Rappler, nakuha naman nila ang suporta nina Senador Panfilo Lacson at Senador Gringo Honasan.

“Definitely. In other countries as mentioned by one of the resource persons, the minister of transportation, for example, in Australia is within his mandate to shut down any account he deems na mag-a-add ng peril pagdating sa terrorism,” giit ni Sen. Lacson.

“Definitely, tinanong ko kanina paano mo ibabangga ito sa freedom of speech and freedom of expression dahil we’re dealing with social media, which is expression. So we’ll [put] it in a language na hindi maging masyadong contentious at will pass the test 'pag challenged ito sa SC,” dagdad niya pa.

“It will be incorporated in the proposed amendments, which will be finalized in the committee report and be submitted by the chairman for plenary debates," sabi naman ni Sen. Honasan.

Kapag natuloy daw ang panukalang ito ay baka si Senator Honasan na ang humawak ng implementation nito bilang bagong DICT chief.
