Bureau of Customs has a new rule to implement regarding sending and receiving of balikbayan boxes.
The stricter rule is to prevent smugglers according to them.

The BOC recently issued a statement regarding the implementation of a new rule in receiving and sending Balikbayan boxes.
Almost 5 million OFW will be affected of this stricter rule.
This will be implemented starting on August 1.
The sender should make a list of what is inside the box and declare whether they are new or second hand.
All the items which are listed new must have all the receipts intact in the package.
Along with the list, a copy of the sender's passport should be included as a proof that the sender is a Filipino.
Additional charges will be paid if the receiver is not a relative of the sender.
Failure of compliance of these requirements might cause 15-20 more days delay.
The Bureau of Customs can also charge additional tax on the sender if the documents will not be completed.
