According to Presidential Spokesman Ernesto Abella, President Rodrigo Duterte ordered him to announce that he is putting the whole of Mindanao island under Martial Law, after reports of worsening clashes between the Maute group and the government troops.
After the announcement ordered by the president, Abella released this statement:
After the announcement was made, the Palace announced that Duterte will be cutting his Russian trip short and will fly back to Manila from Moscow. He is expected to arrive at NAIA by 5 p.m. (Manila time).
Foreign Affairs Secretary Alan Peter Cayetano will be staying behind to sign deals in behalf of the President.
