A police officer from Catanduanes resigned from his post after he was ordered by a higher official to kill in order to show that they are also actively participating in the government's Oplang-Tokhang.
Police officer PO1 Vincent Tacorda told Saksi on Friday that even before the Duterte administration, he was already dismayed with the PNP system.

He said that he could no longer stand the pressure that is applied on them just so they would kill those who would be "involved" in illegal substances and also plant evidence.

"Isa sa mga rason [kung bakit] nag-resign ako is hindi ko na kaya... hindi ko na kaya ang pressure, 'di ko na kaya ang sistema. Ayoko na, ayoko na sa PNP."
"May ebidensya ako niyan. Inoorderan nila ako mag-conduct ng pamamaril nga, kasi nakikiusap sila kung pwede daw kasi mare-relieve sila dahil lahat na may accomplishment na, Catanduanes na lang ang walang nasasampolan."
"Kaya nakiusap sila sa akin kung pwede ako mag-sample. Dahil siya ang COP (Chief of Police) ko noon, ma'am, kaya sumunod ako."
According to Police Provincial Officer Jeffrey Fernandez, Tacorda should prove his allegations in the proper forum.
