- The Aquino administration came up with DILG’s bottom-up budgeting (BUB) which aimed to provide subsidies to barangays
- DILG Secretary Sueno admitted that they are following the BUB concept albeit named differently
- If previously, everyone was eligible for the subsidy, the current administration will be selective as to which barangay deserves the subsidy and which does not deserve it based on criteria they will be establishing
During the hearing of the House Appropriations Committee on Thursday, Bayan Muna Rep. Carlos Zarate said that the budget of the Department of Interior and Local Government (DILG) for 2017 is a reincarnation of the Aquino administrations budget reforms.
According to Zarate, the budget has a close resemblance to former President Aquino’s bottom-up budgeting, more popularly known as the BUB program.
It seemed that the manner by which the budgeting was carried out is still the same despite the denial of Department of Budget and Management (DBM) Secretary Benjamin Diokno that the said budget scheme has already been abolished.
While Diokno is saying one thing, DILG Secretary Ismael Sueno made an admission that they utilized the BUB concept and simply renamed it to “Assistance to Disadvantaged Municipalities.”
In this type of budgeting, barangays receive a certain subsidy that will be utilized in developing projects in their respective areas, and eventually implementing them.
The purpose of the said budget scheme is to help in eradicating poverty and also to be able to closely monitor the manner by which government delivers basic services.
According to Sueno, BUB was made with a good political purpose. The only difference between the BUB of the previous administration was that it was made available to everyone, while with the Duterte administration, it will only be for selected LGUs that are deemed to be in dire need of the said program.
As to the determination which LGU should receive the subsidy and which will not, Sueno said that it will be based on the number of poor families that are found in that particular LGU.
One of the criteria is the community’s vulnerability to disasters, and also “other criteria” that will be determined by the DILG. The determination will also be made in consultation with the Department of Budget.
