Without any outright criticism that almost seemed the trademark of Senator Miriam Defensor-Santiago, the presidential aspirant said that Filipinos should express their distaste over Duterte's joke on rape by not voting for him.
Speaking at Bulacan State University, Inquirer reported Santiago saying:
“If the people do not like the remark, they can express it through the ballot but otherwise he has the right to free expression.”
But beyond that, Santiago did not discuss the weight of the mayor's remark. She only said that Duterte crossed the line.
Last April 12, presidential aspirant Rodrigo Duterte joked about an Australian missionary who was raped and murdered, saying he should have been first in line to rape her.

However, Duterte refused to issue an apology, saying that he was only retelling what he said out of spite when he apprehended the criminals behind it.
