The footage shows a woman walking over and damaging poppy wreaths laid at the cenotaph in Manchester's St Peter's Square the remember those who died in the Battle of the Somme.
City councillors are now planning to hold a meeting to discuss security at the cenotaph after a series of similar incidents.
Coun Pat Karney, city centre spokesman for Manchester council, said: “The protection of our Cenotaph is of the utmost importance to Manchester and the message is plain - if you vandalise this monument to those who gave their lives for this country, we will catch you in the act and work with the police to make sure that you are punished.”
