VIDEO: Herbert Bautista, Hero face raps over drugs in QC

- The VACC filed criminal and administrative complaints against QC Mayor Herbert Bautista and his brother, Councilor Hero Bautista

- The complaint accused the mayor of failing to solve QC’s drug problem and being aware of his brother’s drug use

- Hero Bautista had already promised to undergo rehabilitation after failing a drug test

On Friday, the Volunteers Against Crime and Corruption (VACC) filed criminal and administrative complaints against Quezon City Mayor Herbert Bautista and his brother, QC Councilor Hero Bautista, for allegedly failing to control the illegal drug trade in the city and for the latter’s failure in a recent drug test.

The VACC accused the mayor of being aware of his brother’s drug problem and not doing anything about it.

“Being the mayor (and) having deep-rooted intelligence of the city’s operation, it is impossible for respondent mayor to not have known of Councilor Hero’s drug problems,” the VACC complaint stated.

The complaints also alleged that the Bautista brothers neglected their duties and violated the Dangerous Drugs Act, the Local Government Code and other ordinances in Quezon City.

Dante Jimenez, the VACC founding chair, said that Quezon City is the worst city when it comes to drug trafficking.

Jimenez pointed out that his basis for his description of the city is the number of drug pushers and users who have surrendered to QC authorities and the number of suspected drug criminals in QC killed in recent months.

The VACC complaint said that there have been 250 drug killings in Metro Manila from June 30 to August 18 and that 16 percent of those deaths took place in Quezon City.

“Respondent mayor and respondent councilor are both public officials who have the bounden duty to protect the lives and safety of their constituents from this drug menace. Sadly this was not only violated but utterly betrayed,” the complaint said added.

Hero Bautista, who was elected as a Quezon City councilor in the recent elections, admitted his drug problem and promised to undergo six months of rehabilitation. He tested positive for marijuana and shabu use.
