Being a Mayor of Davao City for two decades, President Duterte revealed that intelligence and discretionary funds allocated for local executives are the easiest to pocket. Thus, he is eyeing on creating a special task force or team to look into where and how the local officials used their funds.

He noted that Governors and Mayors have intelligence and discretionary funds allocated at their disposal. And because they can just use it for any project they deem necessary, President Duterte said this is the easiest to pocket. He said that these funds can be used by Mayors to clean up the streets.

“There is trash and garbage around and yet we have to wait for the plastic to enter the drainage so every time there’s a downpour, excessive rain, water, there is clogging,” he said.
