- New NCRPO Chief Albayalde said he does not want ABAKADA-police (Abusado, Bastos, kKtongero, at Duwag) under his administration
- He will see to it that six months from now, Metro Manila will be free from crime and illegal drugs
- Curfew for minors and liquor ban will also be strictly imposed in accordance with President Duterte’s directive
From Supt. Joel Pagdilao, the leadership of National Capital Region Police Office (NCRPO) was transferred to S/Supt. Oscar Albayalde on July 4 during the change of command ceremony held at Camp Bagong Diwa in Taguig.
During the ceremony, Albayalde threw a warning against police-ABAKADA within NCRPO. ABAKADA stands for abusado (abusive), bastos (rude), kotongero (extortionist0 and duwag (coward).
He imposed a term for the officials to prove themselves.
“All the stations and chiefs of police are given one month only to prove their worth. The district directors are given three months to also prove their worth,” he said after the ceremony.

When asked about what course of action he is going to take if ever the officials fail to do so, he said he will suspend or worse, dismiss the said officials from their office.
Albayalde promised that he will see to it that NCRPO will make Metro Manila a peaceful city like Davao wherein President Duterte sat as mayor for 22 years.
NCRPO will also heed for the eradication of criminality and illegal drugs for a period of three to six months, as directed by the President Duterte.
He also added that he will strictly impose the curfew for minors without company of a guardian which will be at 10 in the evening and liquor ban. He will be imposing these in accordance with the ordinance of each city.
It’s been only less than a week from President Duterte’s inauguration and the officials he appointed sat in their respective office. But it seems that the Duterte administration was serious about its promise to wage war against crime and illegal drugs.
Considering all the recent developments from the past days, we can indeed be hopeful for a more peaceful Metro Manila and a better Philippines.

As Albalayde is formally put to the position as NCRPO Chief, C/Supt. Rolando Nana was also assigned as acting Deputy Regional Director of Operations, C/Supt. Eduardo Garado as Deputy Regional Director for Administration and S/Supt. Amando Empiso as acting Regional Chief Directorial Staff.
District directors for the different cities under NCRPO were also officially assigned last Monday.
