Senators Ralph Recto and Panfilo “Ping” Lacson maintain their firm stand on the restoration of the death penalty, but the former said that he is to propose its imposition only during Duterte's six-year term if restored by the majority.
“I am personally against the death penalty but assuming it will be restored, I will propose it be imposed only for six years or only during the term of President Duterte,” Recto said in a text message.
He said, however, that there is still a possibility for him to support the re-imposition of the capital punishment if majority of the Senate supports it.
“(I am) studying all options. I will wait and read the bill when it is filed,” Senator Recto added.
On the other hand, Senator-elect Panfilo Lacson repeated that he is in favor of the death penalty, but he disagrees on how it would be done - by hanging. He said that death by hanging is too medieval.
“Tutol din ako kung by hanging ang pamamaraan. Gumastos na tayo sa pagbili ng lethal injection kaya available na. ‘Yun na lang. Death, especially the agony of knowing exactly when it will happen is the ultimate punishment,” Lacson added.
(I am also against death penalty by way of hanging. We have already incurred expenses in buying means to carry out lethal injection. Let’s just utilize it. Death, especially the agony of knowing exactly when it will happen is the ultimate punishment.)
He also anticipates a long and tedious debate in the 17th Congress regarding it, as there will be opposing views and various issues that need to be considered.
“Halimbawa, si Senator Koko mismo ay ayaw isali ang rape sa death penalty. Sa ganang akin, kapag rape na may kasamang pagpatay, mutilation at iba pang uri ng kalupitan, o kaya ay statutory rape, gusto ko kasama sa death penalty,” the senator said in a separate text message.
(For example, Senator Koko (Aquilino Pimentel) himself does not want rape to be included in the crimes penalized by death. But for me, if a rape is coupled with murder, homicide, mutilation and other forms of violence, or statutory rape, I want it to be included in the crimes punishable by death.)
