Calapan City Mayor says PNP Chief Debold Sinas displayed reckless behavior; must be held responsible

- The mayor of Calapan City in Oriental Mindoro asked that Philippine National Police chief Debold Sinas be held responsible for his “reckless behavior”

Mayor Arnan Panaligan, the local chief executive of Calapan City, Oriental Mindoro, in a Facebook post on Saturday said Philippine National Police chief PGen. Debold Sinas should be made to answer for his “reckless behavior.”

The mayor revealed that the PNP Chief did not follow the mandated screening protocols, which is required for anyone who wishes to travel to the provinces.

According to a report by the Inquirer, Calapan City’s local chief executive wrote this statement in reply to an inquiry made by a certain Mark Manato on the comments section of the mayor’s official Facebook page.

“He should be made to answer and be held responsible for his reckless behavior,” Mayor Panaligan said.

The mayor’s office uses its official Facebook page to inform everyone about the COVID-19 situation in Calapan City.

Rappler reported that the PNP Chief did not pass through the pier in Calapan, Oriental Mindoro, where local health personnel check visitors and issue clearances.

Sinas, has been the subject of many controversies in the past, from his “mañanita” party, which occurred at the start of the lockdown last year, to the Dacera case where he ordered the surrender of the alleged suspects.

In a separate statement, the office of the Provincial Governor of Oriental Mindoro confirmed that PNP Chief Debold Sinas did not go through the pier in Calapan City.

A PhilStar report stated that Sinas arrived by helicopter and then proceeded to the PNP Regional Headquarters.

The provincial governor’s office issued the statement to clarify that the presence of one of its officials, Provincial Administrator Hubbert Christopher A. Dolor, at the PNP MIMAROPA headquarters where Sinas held a conference, was to attend it in his capacity as Officer-in-Charge of the Provincial Health Office.

Debold Menorias Sinas is a Filipino police officer born on May 8, 1965 in Barangay Datu Silongan, Butuan, Agusan del Norte, Philippines. His father encouraged him to apply for a cadetship at the Philippine Military Academy, and graduated from the military institution in 1987 as part of the Hinirang Class. He is currently serving as the chief of the Philippine National Police.

On November 9, 2020, President Rodrigo Duterte designated then National Capital Region Police Office Director Police Major Gen. Debold Sinas as the new chief of the Philippine National Police. Sinas replaced Gen. Camilo Cascolan who reached the mandatory retirement age of 56. The police officer earlier received backlash for holding a birthday party or "mañanita" in the midst of the strictest quarantine protocols.

In December of last year, the newly installed PNP Chief became the talk of the town again on social media because of several photos showing him attending a Christmas party amid the pandemic. According to Sinas, the new issue being thrown against him is nothing but fake news.
