Vice President Leni Robredo coordinated with the Armed Forces of the Philippines and the marines, in order to rescue stranded residents in Cagayan.
The residents took to social media to send their cries and appeal for help and rescue.
The audio clips of people wailing and appealing for rescue have also gone viral.
In response, the Office of the Vice President reached the AFP and the Marines and coordinated with them for the rescue of the residents. The following tweets were made by Robredo to give update to the rescue efforts and let residents know.

The wrath of Typhoon Ulysses was unexpected. Although Metro Manila and the rest of Luzon were already bracing themselves for what Ulysses could bring, its onslaught became a nightmare for everyone. The Mayor of Marikina was among those praised by netizens for his hands-on approach in the rescue efforts.
The devastation can be seen in various footage. Social media became a rescue hotline. One resident in QC sought the help of rescue teams after being stranded due to the typhoon. Many others tried to send their cry or call for help through Twitter and Facebook, as they were already in a state of despair.
