The Energy Regulatory Commission (ERC) has ordered power distributors, including Meralco, to provide new billing and suspend the collection of universal charges from consumers due to the community quarantine.

In a directive issued on May 22, the ERC told distribution utilities “to conduct actual meter readings and thereafter issue a new billing reflecting the actual consumption and the corresponding amount due, not later than 8 June 2020, except when an actual reading is not possible due to the implementation of quarantine community.”

According to GMA News, the directive was issued following the complaints of high electricity charges by Meralco to their customers for May.

In a report by Business Mirror, ERC Chairman and CEO Agnes VST Devanadera said, “We have been bombarded with complaints on Meralco’s alleged high billings covering the past three months, including this May, and we need to look into these consumers’ allegations that we required Meralco to submit to us data or information for us to validate the accuracy of their billing calculations.”

Also, according to the article, ERC wrote Meralco a letter dated May 15. The agency wants Meralco to explain and show proof of its basis in calculating the kilowatt-hour (kWh) consumption for its customers during the implementation of the ECQ.

Aside from the ERC, the Department of Energy (DOE) also asked Meralco to explain their basis for identifying people's electricity consumption during the lockdown.
