The Department of the Interior and Local Government (DILG) Secretary Eduardo Año shared his opinion on the controversial birthday party of National Capital Region Police Office chief Maj. Gen. Debold Sinas.

Año told DZMM that the said event was a “big no-no” amid the COVID-19 quarantine.

"That's a big no-no. Ang aking sinasabi sa ating mga government official, lalo na sa nasasakupan ng DILG, iyong tinatawag nating delicadeza. May mga pagkakataon na kailangan maging example ka," he told DZMM.

As for Sinas’ defense that the event was not a party but a mañanita, which is a police and military tradition that involves giving birthday greetings to a commander, Año said that such a tradition is inappropriate during the pandemic.

"Kaya lang sa panahon ngayon, that is uncalled for," he said.

In a report by GMA News (authored by Llanesca Panti), Año said in a press briefing that what happened could not be considered as a willful violation of quarantine protocols.

He explained that the event that involved Sinas was not deliberate partying but a part of police tradition.

“Hindi matatawag na birthday party iyon. Mañanita iyon, tradition sa military and police, na kapag birthday ng commander, binabati ng happy birthday at the early break of the morning.

“Hindi talaga siya party. Hindi siya deliberate partying,” Año stated.

The enhanced community quarantine forbids mass gatherings such as birthday parties, funerals, religious activities, and concerts to prevent the spread of the virus.
