Palace: Pres. Duterte ‘cannot’ reverse NTC order over on ABS-CBN shutdown

The Palace announced Wednesday that President Rodrigo Duterte cannot reverse the decision of the National Telecommunications Commission (NTC) to shutdown media giant ABS-CBN.

KAMI learned that the Palace emphasized that NTC is an independent body that exercises a quasi-judicial authority.

In an interview on ANC, Presidential Spokesperson Harry Roque said that President Duterte cannot intervene with the decision of NTC.

“He cannot. We had thorough research on this made yesterday. Although it is attached to the DICT (Department of Information and Communications Technology), it is only for purposes of policies and programs. All its decisions are made in a quasi-judicial capacity,” Roque said.

“If the President can even exercise appellate jurisdiction to the decisions of the NTC then perhaps the President can intervene. The reality is, no. We do not have appellate jurisdiction,” he continued.

“It would be a form of graft and it would be a violation of code of ethics for government employees if the President were to intervene in the decision making of National Telecommunications Commission,” Roque added.

Earlier, former Senator Francis “Chiz” Escudero said that President Duterte can still reverse the decision of NTC.

ABS-CBN is one of the biggest TV networks in the Philippines. Its franchise has expired while the renewal case is still pending in the Congress.
