Masses and other essential gatherings will be allowed in places under general community quarantine (GCQ), the country's pandemic task force said on April 30.

According to Presidential Spokesperson Harry Roque, such gatherings may continue as long as safety protocols are in place.

"Essential work gatherings and religious activities may continue so long as strict [physical] distancing – defined as the strict maintenance of at least two meters [of] distance between and among those attending – and the mandatory wearing of face mask, face shield, or other facial protective equipment by attendees, [are] maintained during the entirety of the event," Roque said.

In a report by ABS-CBN News, Interior Secretary Eduardo Año clarfied that although essential gatherings are allowed in GCQ areas, "mass gatherings" or events attended by a sufficient number of people are still prohibited.

"Ang mass gatherings ay prohibited pa rin except 'yung tinatawag natin na relevant activities like in line of work and religious activities like Mass," Año stated.

He said the task force did not agree on the number of participants allowed to attend essential gatherings but noted that the protocols set by the government should be met.

"Nasa atin pong mga religious leaders na kung paano ito ipapatupad," he said.
