Makati police files charges vs. foreigner after clash went viral

A video of a cop and a foreigner in a posh village in Makati City went viral on social media after they were caught in a heated exchange on Monday.

KAMI learned that the Makati police filed charges against the foreigner, Javier Parra.

In a report by the GMA News Online, the brawl started after the helper of Parra, Cherilyn Escalate, allegedly violated the enhanced community quarantine guidelines.

According to Police Senior Master Sergeant Roland Von Madrona, he was patrolling the village when he saw Escalate watering the plants outside the property’s perimeter without a face mask. The cop and Bantay Bayan personnel Esteban Gaan approached Escalate to wear a face mask for her safety.

Escalate went inside the house to get her face. However, Parra said that his house helper told him that the police were imposing a P1,000 fine for watering the plants without a face mask.

"I wasn’t aware that there is a law saying that inside your own property you must wear a face mask," Parra said.

"I went outside to inquire why the policeman would want to collect P1,000. I told him frankly that a fine isn’t necessary as it occurred on a private property," he added.

In a video shared by the ABS-CBN News, Parra was seen in a heated exchange with Madrona. Parra was shirtless and had no face mask when he was arguing with the cop, along with his wife who tried to mediate. He also started shouting at the cop and said foul words.

Meanwhile, a video that went viral on social media showed that a foreigner was being arrested by a cop without a warrant. It was seen in the video that the cop tried to apprehend the foreigner and it got physical.

In addition, it can be heard in the video that the wife tried to tell the cop that he was trespassing the property and he had no warrant to arrest the foreigner. It was also mentioned that the man has an existing back injury.

As reported by Rappler, Parra also filed a criminal case against the police. He will be represented by the Falcon Law Offices.
