The Quezon City Police District revealed that it has filed a complaint for homicide against Police Master Sergeant Daniel Florendo, for shooting Corporal Winston Ragos at a checkpoint in Fairview, Quezon City.
KAMI learned that the complaint was filed by QCPD at the Prosecutor's Office of Quezon City for online inquest proceedings.
The incident transpired on April 21, at around 2:30 p.m., when Ragos was allegedly violating the enhanced community quarantine rules.
As per CNN, the Philippine Army and the Philippine National Police are conducting separate investigations on the matter.
Rappler stated that the mother of 34-year-old Ragos said that her son was suffering from post-traumatic-stress-disorder or PTSD. She also sent a message to President Duterte saying that coronavirus was the enemy and not her son.
As per ABS-CBN, the Philippine Army's statement highlighted that the wounds of a soldier were not merely physical but also mental, brought about by the ills of war.
