A health worker, while wearing his work uniform, was fined with P5,000 by a member of the Valenzuela City Traffic Management Office because he was backriding on a motorcycle.

According to the Facebook post of Manila Bulletin, which showed a photo of the ticketing officer, the driver of the motorcycle and the backrider were brothers.

Gerald Libiran recounts how he and his brother were flagged by the VCTM on March 24 when they were already on their way home to Bulacan.

Gerald is a health worker at the Philippine Orthopedic Center while his brother works at the National Children's Hospital.

According to Gerald, they know that social distancing is being implemented, but his brother had nothing to ride on due to the suspension of public transportation.

Valenzuela City Mayor Rex Gatchalian, however, stressed that the DOTR guidelines do not allow exemptions, even to health workers.
