Mark Villar, re-elected Representative of Las Piñas City, is to leave Congress as he accepts presumptive President Rodrigo Duterte’s offer to be the secretary of the Department of Public Works and Highways (DPWH) for the new administration.
“I confirm that presumptive President Rody Duterte asked me to be his DPWH secretary and after consulting my family and constituents, I have decided to humbly accept his offer,” Mark Villar said in a statement.

The lawmaker is the son of former presidential candidate and Senator Manuel “Manny” Villar and Senator Cynthia Villar, the only billionaire senator just yet. He is married to Emmeline Aglipay, to DIWA party-list Representative. He was the president of Crown Asia Corp, a real-estate firm and MGS Corporation before he was elected in the House of Representatives.
Mark Villar graduated with a bachelor’s degree in Economics, Political Science and Philosophy from the University of Pennsylvania. He also earned a master’s degree in Business Administration from The University of Chicago Booth School of Business.
Since he just recently won as congressman, his seat in the House of Representatives will be vacant.
The Commission on Elections shall hold a special election to fill the vacancy at the HOR not earlier than 60 days nor longer than 90 days after the occurrence of the vacancy. This is pursuant to Republic Act 7166 or otherwise known as Synchronized National and Local Elections and for Electoral Reforms.
Meanwhile, the Partido ng Demokratikong Pilipino-Laban ng Bayan (PDP-Laban) and the Nacionalista Party (NP) officially formed an alliance yesterday.
Duterte ran under PDP-Laban, however, his vice-presidential running mate Senator Alan Peter Cayetano is a member of NP.
A merger agreement was formally signed by former Senator Manny Villar, who represents NP, and Senator Aquilino Pimentel III, who represents PDP-Laban at the Matina Enclave Residence yesterday afternoon.
